A New York City panel says it is not a conflict of interest for council members to vote on changing a term-limits law.

The Conflicts of Interest Board issued its ruling Wednesday in response to a request from two council members and the city's public advocate.

They oppose Mayor Michael Bloomberg's campaign to change the term-limits law so he can run for a third term. The limit now is two terms.

Two-thirds of the 51 City Council members would be forced out of office next year under the existing law.

The panel says in its ruling that voting on matters that might affect council members' personal or political interests does not violate the city charter.
